Can't download 29531

Hi can not download 29531 I get the below, I'm located in Sweden

Error

For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed. If you believe that you encountered this problem in error, please try again. If the problem persists you may contact Microsoft Support – page for assistance.     I am having the same issue. Not using VPN. My region is not mismatched. 

    I can't open a support ticket because I do not have a Windows Server license on my private account.

      Update: today all of a sudden, I'm able to download it...

    Message code 715-123130 indicates that the download request is being blocked by Microsoft’s export and compliance filtering layer, not by a regional Sweden restriction.

    The text explicitly references anonymous or location hiding technologies. This typically means:

    You are connecting through a VPN provider whose IP range is flagged.

    You are behind a corporate proxy or secure web gateway using anonymised egress IPs.

    Your ISP IP range is temporarily classified as high risk.

     

    First steps:

    Disable any VPN or privacy routing service completely.

    Test from a different network such as mobile hotspot.

    Clear browser cache and retry in an InPrivate session.

    If it works from another network, the issue is IP reputation based.

     

    If it fails everywhere, confirm:

    Your Microsoft account region is not mismatched.

    The download is not restricted by export control classification.

    If the block persists, open a support request and include:

     

    • Message code 715-123130
    • The correlation ID shown
    • Public IP address used during the attempt

     

    This is not a product bug. It is a compliance or IP reputation enforcement decision at the service edge.
