Windows 11 24H2 experiences stuttering when playing local videos

On an ASUS laptop (purchased July 2025, system version 24H2 26100.7171), I encountered a tricky issue when playing local videos:

  1. When hardware acceleration is enabled (set to "High-performance NVIDIA processor"), playing low-quality/low-resolution videos results in stuttering and frame drops (audio remains normal), while 4K high-definition videos play smoothly.
  2. I have already tried reinstalling the NVIDIA driver (downloaded from the ASUS official website) and switching to the integrated graphics, but the issue persists.
  3. Related phenomenon: After enabling hardware acceleration in the browser, scrolling or switching pages causes some screen elements to linger for a few seconds before disappearing. Disabling hardware acceleration in the browser resolves this.

 

Seeking the root cause of the problem and a solution.

    In the NVIDIA Control Panel, set the power management mode to Maximum Performance and disable hardware acceleration specifically for media players.

    This looks more like a graphics pipeline / driver issue than a problem with the video files themselves. The browser “ghosting” that disappears when hardware acceleration is off is a strong clue. NVIDIA has an official support note about desktop app flicker/stutter tied to MPO (Multiplane Overlay) and provides an MPO-disable registry workaround. NVIDIA also notes that RTX video enhancements and aggressive quality settings can cause stutter, especially on lower-resolution content that needs more upscaling.

    You already noticed issues with hardware acceleration in the browser. Try disabling hardware acceleration completely in all browsers and see if low-quality videos play smoothly. If it improves, the problem might be related to how hardware acceleration interacts with your GPU.

     Ensure your system has the latest codecs installed. Consider installing the K-Lite Codec Pack or updating your current codecs.

    Sometimes, enabling hardware acceleration can cause conflicts between the GPU's hardware decoding capabilities and software rendering, especially with low-bitrate or low-resolution videos.
