This looks more like a graphics pipeline / driver issue than a problem with the video files themselves. The browser “ghosting” that disappears when hardware acceleration is off is a strong clue. NVIDIA has an official support note about desktop app flicker/stutter tied to MPO (Multiplane Overlay) and provides an MPO-disable registry workaround. NVIDIA also notes that RTX video enhancements and aggressive quality settings can cause stutter, especially on lower-resolution content that needs more upscaling.
