Start button sometimes does not work on Windows 10 1903 build 18999.1
Sometimes upon start-up the start button does not respond when clicked or via the keyboard start button. The only way to fix is to hard reboot.

- I see you're on Insider Fast ring, try updating to build 19002.1002.

I've tried force restarting using shutdown /r /t 1 to no avail. I'm just going to admit defeat for now and roll-back to a stable build.

I was stuck at the same situation and here is how I got out,
you can first sign out of the Windows and then restart, it won't get stuck anymore.
you can force restart and immediately after computer boots up, do a soft restart (from start menu) and Windows should start installing the update. (this method worked for me)
