Start button sometimes does not work on Windows 10 1903 build 18999.1
Sometimes upon start-up the start button does not respond when clicked or via the keyboard start button. The only way to fix is to hard reboot. Windows Version 1903 OS Build 18999.1

I'm unable to update as I'm unable to successfully restart to apply the update RE: Can't Restart or Shut down my PC- Windows 10 insider build 18999 Fast Ring - https://techcommunity.microsoft.com/t5/Windows-Insider-Program/FIXED-Can-t-Restart-or-Shut-down-my-PC-Windows-10-insider-build/m-p/902034
I've tried force restarting using shutdown /r /t 1 to no avail. I'm just going to admit defeat for now and roll-back to a stable build.

I was stuck at the same situation and here is how I got out,
you can first sign out of the Windows and then restart, it won't get stuck anymore.
you can force restart and immediately after computer boots up, do a soft restart (from start menu) and Windows should start installing the update. (this method worked for me)
