Make sure your system can actually run 24H2 ( https://www.neowin.net/news/how-to-check-if-your-old-computer-can-run-windows-11-version-24h2/ ) If everything checks out then Try going to Microsoft Flight Hub ( https://learn.microsoft.com/en-us/windows-insider/flight-hub/ ) and downloading the Updated ISO from there and Manually Installing It that way.
You can create a Bootable USB from the ISO to Install it ( I Prefer Using Rufus to Create my Bootable USB Installation). Here are a Couple of Methods to help you....

Alabamatom1963 My pc is good for Windows11! I know and I done all insider preview builds with iso (like Media Creation Tool). I made bootable usb, but in very beginning of installation , i had to mark a field which sad that all my data will be lost! I don’t want to clean install Windows.
