Bring Cloud Powered Natural voices to Windows narrator, powered by Microsoft Cognitive services

This is very useful in Microsoft Edge, makes everything sound natural and more alive. on Windows 10 narrator voices are offline, sound like robots and not natural at all. the capability is already there, so please implement it on Windows 10 so we can benefit from it in Windows too. thank you
