windows 365 activation issues

Hello, I've windows 365 on my Microsoft license, but some users cannot activate windows. appears this error. do you know what can be causing this error?

    Cloud PC's should be automatically activated either via Azure agent and or if user has Windows licenses assigned to them that is part of their M365 license. Check those and if not please open a support ticket.
