every 30 min user gets disconnected w/ error ConnectionBrokenMissedHeartbeatThresholdExceeded

we have a user who is getting disconnected every 30 minutes but it reconnects within ~ 1 minute. User has been on same windows 365 cloud device for 1 year. 
looking in the Intune Performance (preview) logs of the cloud pc i see the following message:
ConnectionBrokenMissedHeartbeatThresholdExceeded

Status: Failure
Activity:  ConnectionBrokenMissedHeartbeatThresholdExceeded
Status type: User connection
Details: The connection was closed as the client stopped receiving heartbeats from the session host.

Errors do not appear when user is not connected. Already restarted the cloud pc and physical endpoint device. Restarted home modem as well. They do not lose interent connectivity for other things on the physical endpoint , only loses connection to cloud pc. This is a pain point during meetings.
wanted to have user try connecting to a hotspot to determine if its home modem/ISP but they dont have hotspot available. No other users are experiencing this issue.

Is this error a source of the disconnect or just a symptom of it? what can be done to resolve error?
how can i tell if issue is on user's home network or on cloud pc?

    We're having this same issue. Only started in the past few weeks, while we've had the CPCs active for almost half a year.

        Not so far. Msft support is also not sure what to do. Other RDP sessions on the user machines are fine. Accessing the CPC from the browser works fine, but using the W365 app or the RDP app drops the connection within a few minutes.
