WSL Installation Fails with “Catastrophic failure” and Windows Installer Issues on Windows 11

I am facing persistent issues while trying to install Windows Subsystem for Linux (WSL) on my system. 

Issue Description:

When I try to install WSL using:

wsl --install

It starts downloading and then fails with:

Installing: Windows Subsystem for Linux 2.6.3 Catastrophic failure

When running:

wsl --update --web-download

Same “Catastrophic failure” occurs.

Even basic commands like:

wsl --shutdown

trigger the same update/install loop.

Current Behavior:

WSL installation is stuck in a loop

Kernel installation fails with “Catastrophic failure”

Windows Installer does not properly execute .msi files
