Windows is still not able to display icons, why is that, and how can I fix it ?

I rebuilt the cache many times, and tried every voodoo command I found, but Windows 11 has never been able to display my icons properly.

The icons with the issue are RANDOM and CHANGING.

    Sometimes, profile-specific corruption causes icon issues:

    • Create a new user account:
      • Settings > Accounts > Family & other users > Add account.
    • Log into the new account and check if icons display properly.
