I am experiencing the same issue on Windows 11 Home 25H2.
The child’s PC is correctly visible under http://account.microsoft.com/devices, but Family Safety still shows no connected device.
I have already completed extensive troubleshooting with Microsoft Support, including recreating the Windows profile, recreating the Family group relationship and parental consent, checking FamilySafetyRefreshTask, WpcMonSvc, wlidsvc, AppIDSvc, and Event Viewer. I also found Event ID 454 with error 0x86000002 for AppLocker/FamilySafety/FamilySafetyGroup.
I have created a detailed technical post here: Family Safety: child PC registered but not connected (Event ID 454, 0x86000002) | Microsoft Community Hub
