Windows Explorer "blocks" the system

I'm using Windows 11 (24H2 including all updates) and have the problem that as soon as Windows Explorer is opened, all other applications are unclickable. The Start menu doesn't open either.
As soon as I close Windows Explorer, I can click and launch the applications.

The PC is a Core i5-12500 with 16GB DDR5 and a 500GB SSD. The latest BIOS (2001) is installed on the ASUS H570-Pro, and the Windows device drivers are also up-to-date.
SFC /scannow corrected errors but didn't help.

    Restart Windows Explorer (Task Manager > End explorer.exe > Run explorer.exe), and update the graphics card/motherboard drivers to resolve compatibility conflicts.
