Windows 11 VPN not available
Hi All
I have an issue with the VPN client on Windows 11, its been working fine till approx. 3 weeks ago when I noticed that I didn't have the VPN option in the pop up toaster, as seen below (Also notice I can't add it either)
I then noticed that all my VPN connections weren't showing in the settings app
I also checked in the Network Connections / Control Panel and no sign of them either
I then removed all the connections using PowerShell since i wasn't able to see them thinking maybe their is some corruption and proceeded to re-add VPN's. I can go through the add VPN wizard and complete it, but then it doesn't shows any of the created VPNs from the wizzard in Win11 settings or the Network Connections / Control Panel area.
Checking with PowerShell and I can see the various VPN's i created

b) Performed DISM scan health -> No issues
b) Performed SFC /scannow - No issues
c) Tried creating a test vpn not specifying VPN type and using automatic - No change
e) Removed WireShark, OpenVPN
f) Performed a netsh process as per: https://support.microsoft.com/en-au/topic/how-to-reset-tcp-ip-by-using-the-netshell-utility-d954430c-9b11-43f0-6081-0fc9235a8b4a
Looking for any other ideas that could help?
I ended up having to reinstall Windows to resolve this issue because I could not find a solution. It's strange that this issue is still occurring after three years since my previous post...

If your restore points include multiple device states or images, they are typically managed via System Protection. The above steps will remove all restore points and associated device states.

It sounds like you're experiencing an issue where the VPN option no longer appears in the Windows 11 network quick actions menu (the "pop-up toaster") and you're unable to add or configure VPN connections through the usual settings. This can happen due to several reasons, such as service issues, missing features, or configuration problems.

- If your device is managed by an organization, certain VPN options might be disabled via Group Policy.
- You can check:
- Press Win + R, type gpedit.msc to open Group Policy Editor.
- Navigate to Computer Configuration > Administrative Templates > Network > Network Connections.
- Ensure no policies are disabling VPN connections.
