You're seeing an Adobe‑branded "Save as Adobe PDF" button, likely added by:
- Adobe Acrobat Pro / Standard (installed as an Office add‑in)
- Or the Adobe PDFMaker Office plugin
That dialog is Adobe's own paid‑feature prompt, not Microsoft's.
