Windows 11 UI Flashing

Open start and search for feedback and open the Feedback Hub app and report this issue.
Try performing a Clean Boot and see if the problem persists?

I cannot submit feedback via the Feedback Hub as I do not have Windows telemetry set to 'basic' and do not wish to do so due for privacy reasons. Is there another way to submit a bug more officially?
I would do a clean boot but the issue only happens intermittently every few days. Using it wouldn't be particularly useful in diagnosing this I don't think -- it doesn't appear to be caused by any startup programs.

- Sending using the Feedback Hub is the only way, you don't need to change the telemetry setting and you may share feedback and report all log files and only attach relevant ones like the video you just share.
You could use your Clean Boot for few days and see if problem persist?
