Windows 11 taskbar labels

It looks like the perfect way - but it doesn't work here. I set the value to 2 and after restart and then checking it was set to 2 - but still no labels. Do you have any ideas? aBuntobox
Thing is, I just don't want to see the labels. I don't want to combine the taskbar buttons.
I don't want to combine the labels either, and with this setting, it doesn't happen unless the taskbar gets so full (with different things open) that it has no room for the programs I want on there. But that's the only way I could get the taskbar NOT to show labels, which crowded everything else off. I also make liberal use of Hidden icon menu (Settings>Personalization>Taskbar >Other system tray icons) to use the right end of the taskbar for various programs whose icons don't appear unless they are actually running. That frees up more room on the taskbar.
