Windows 11 Task Manager Startup Impact Display Issue

In the "Startup" tab of Task Manager, some applications show their "Startup Impact" column as blank or "Not measured," instead of the usual Low, Medium, or High ratings. Need to understand whether this status is due to the system deliberately omitting measurements, a malfunction in the measurement mechanism, or restrictions from user permissions/settings.
