Windows 11 Suddenly Started to Resize and Move my Open Windows Position
To fix the issue of windows resizing and moving, start by turning off Snap in Settings > System > Multitasking.
Next, check your Display Settings by right-clicking on the desktop to ensure everything is set correctly.
You should also update your graphics drivers through Device Manager > Display adapters.
Adjust your power settings by going to Settings > System > Power & Battery to ensure the monitor and sleep settings are correct.

I solved my resizing-on-sleep/off issue by unchecking "Remember window locations based on monitor connection" in Settings/System/Display/Scale & Layout/Multiple displays. I only have one large display, so didn't need any remembering of alternates, which I think was happening when I switched off.

Turning off Snap makes it impossible to make a window full screen size (not fullscreen like F11) unless you press Win + Up and makes it impossible to drag around if it is so without using Win + Down first...
No. That's not a fix, that's not even a bandaid, that's gluing salted sandpaper to an open wound and roughly rubbing it around every time you move.
