Windows 11 Store Login

Hi, prior to the upgrade in Windows 10 it was possible to ignore the login to the store.
After upgrading to 11, the store is no longer usable, as every employee must have a Windows Live account.
When installing Windows 11 from scratch, it is again possible to ignore the login to the store.
So why is there a difference in the store and its behaviour, wether it is an upgraded Win11 or a frech installed Win11?
