Windows 11 Restarts After Desktop Shut Down

My computer is OS not S3, the reason for no Power tab option.
When I did a quick Google check, it said this alone would not be a reason for the restart after shutdown. Are you suggesting i still add the registry line for Power Off to force my system to S3?
