I have exactly the same problem, in fact, I wrote the initial text of the topic. It's been a year since this problem occurred and fast startup still doesn't work. For me, it happened right after the graphics card crashed after changing the Vbios switch mode. I deleted all the drivers and reinstalled them, but it still didn't work. In addition, Windows hibernation and sleep work perfectly fine and without problems, but it's very strange that fast startup doesn't work, even though the system reports that fast startup is enabled with the powercfg /a command.
