Windows 11 doesn't enter sleep mode automatically

I have set all options under the Screen and sleep timeouts section to 5 minutes, but my computer screen never turns off or enters sleep for hours while I haven't used it. It keeps the screen light on all the time. What causes this issue? How to fix it?
