Windows 11 Display Settings not Opening

I resolved the issue using a clean install. It seems the upgrade process from Windows 10 to Windows 11 did not work as intended and this setting was disabled. The system works fine after the clean install.
I had the same problem, and I solved it using this method:
1. Type cmd in the Windows Search box and select Run as administrator.
2. Paste "sfc /scannow" in the terminal and press Enter.
3. Restart the Computer.

I ended up going and putting my computer back to factory. You're just a couple days too late but it did fix the problem. Thanks for the information hopefully it's useful for someone who has a problem besides me and you. Thank youWari-
