    I resolved the issue using a clean install. It seems the upgrade process from Windows 10 to Windows 11 did not work as intended and this setting was disabled. The system works fine after the clean install.

I found a soruce of the problem for my case - it was a spoolsv.exe service (for Canon Printer) which caused the settings to hang. I stopped the process and it began to work

    I found disabling the onboard graphics in the BIOS and just enabling the Nvidia graphics card fixed it for me.
