Windows 11 Display Settings not Opening

I resolved the issue using a clean install. It seems the upgrade process from Windows 10 to Windows 11 did not work as intended and this setting was disabled. The system works fine after the clean install.
Have the same issue. Sometimes unplugging 2nd monitor helps. An other option that works is killing explorer.exe from the Task Manager and starting it again from the Task Manager. After this the Display Settings open fine again.
