Windows 11 defect: unable to show taskbar on ONLY on secondary monitor

My system upgraded itself from Windows 10 to Windows 11 and will no longer show the taskbar ONLY on the secondary monitor.

Options are either PRIMARY monitor or BOTH monitors but the taskbar can not be dragged to the SECONDARY monitor only as it could in Windows 10.

This is a critical UX regression for me, literally unplayable /UNINSTALL.
