Windows 11 Battery/Sound dialog box issue

When I click on the Battery, Sound, or Network icons in the taskbar a dialog box pops up.  It cannot be resized, and isn't the right size/shape.

    That fly-out is expected, when you click on either of those icons. It can't be resized. If it is not in correct size, check your system display scaling settings and make sure it is 100% or at Recommended level.

      It should adjust, or it is not behaving properly.
