You're looking for the supported way to download Windows 11 for an Arm-based PC. Microsoft now provides a Windows 11 Arm64 multi-edition ISO; the standard Media Creation Tool does not create Arm64 media. First, open Microsoft's Download Windows 11 for Arm-based PCs page, choose Windows 11 Arm64 ISO, select your language, download it, and use the Verify your download option. Confirm that Settings > System > About > System type says you have an ARM-based processor. For an in-place install, mount the ISO and run setup.exe. For a clean install, prefer recovery media from the device manufacturer because it includes required drivers. If you create a bootable USB from the ISO, back up your data first and follow the manufacturer's boot instructions; some Arm devices need drivers added before installation. An x64 PC cannot run an Arm64 Hyper-V VM, so use supported Arm hardware or an Arm VM in Azure.
