Win 11 Snipping tool issues

2025-06 Cumulative Update for Windows 11 Version 24H2 for arm64-based Systems (KB5063060)
CoPilot+ PC Samsung Book4 Edge.
The new snipping tool app was working perfectly. Then something changed. When I invoke it with Windows+Shift+S (or R) the snipping tool app icon briefly is shown in the taskbar and then disappears. The mini-menu is not displayed at the top of the screen and it Faults. An two entries are written to the Event Log;

If I invoke it from the Start Menu the full program appears on screen. As soon as I hit the NEW button the same thing happens; it faults with the same errors.
Here is the best part. If I change the app default
"Snipping Tool" (URL:ms-screenclip) to "Screen Snipping" and invoke with the shortcut keys Window+Shift+S, the old mini menu appears at the top of the screen and I can take a screenshot. After that I get a notification. If I click on the notification the new version of the snipping tool comes to the foreground and all the functions (with the exception of NEW) work perfectly, including the new features like "click to do", drawing a rectangle by hand and having it automatically square-up. Settings indicates it is the correct version. Also, using 'explorer' I can locate the snip and "open with snipping tool" and the new version appears. I can invoke it from the Start Key.
Crazy, right? Before you say it is an ARM64 problem, my wife has a CoPilot+PC ARM64 Lenovo Yoga and it works perfectly.
I have repaired, reset, deleted, re-installed from the store, uninstalled/reinstalled via PWSH, sfc /scannow ...
The attachment goes into a lot more detail. Yes, I reported it in the Feedback Hub app numerous times. My system is being monitored: all the fault events are going to Microsoft. I was hoping the Tuesday Cumulative update would fix it.
There is something in the process of launching the mini-menu that is causing a Fault.
Is anybody else experiencing this problem?
