Hello,
Suggest you to run System File Checker scan:
1. Search for 'command prompt' using Cortana or Windows Search.
2. From results, right click on Command Prompt and select Run as administrator.
3. Type sfc /scannow command and press Enter key.
4. Let the command complete and then reboot the machine.
If issue still persists, perform clean boot:

Dear Kapil!After I wrote this post, I got a new Windows Update (2022-07).
I executed it, and I checked it for more days.Now it's: 22000.832
As I see the "developer guys" fixed this problem, because after the restart I never got the same problem.The local menu is different (bigger, and most of the functions are missing - like SendTo).
But when I push the local menu button on the external keyboard, I get the original local menu (with SendTo, and other things (associate).
And as I see that the last item in the bigger local menu opens the original.
So it seems to be good!
