Why two copy UI in Windows 11?

I see two different copy interfaces when copying files from my camera USB and external drive. Why does Windows 11 have two different copy UIs?

    Install all pending updates, restart, and check if the UI behavior improves.

    Hi Thatcherw, Windows can still show both modern and legacy copy experiences depending on the source, protocol, and shell component involved. Cameras and some external devices may use older transfer paths, while normal file copies use the newer Explorer UI. It is confusing, but usually not a fault unless one path is failing or much slower.
