Why I can't upgrade Windows 11 23H2 to 24H2 on my PC?

This is because one of the system requirements is missing for Windows 11 24H2, which demands much more rigorous requirements than 23H2. That's why you can't upgrade Windows 11 23H2 to 24H2.
The solution is to patch the Windows 11 24H2 ISO and start the in-place upgrade afterwards.

I have a Microsoft Surface Pro 7 with 118 GB capacity. I bought it new two years ago. Most of the capacity seems already used by Microsoft. I would have to delete basically my whole remaining computer to free up the 30 GB for 24H2. If this upgrade needs that much space to essentially wipe the computer it seems more like goodbye computer. I hope Microsoft figures out some way to keep loyal customers. I'm not buying a new computer every other year. Any suggestions are appreciated.
