This is because one of the system requirements is missing for Windows 11 24H2, which demands much more rigorous requirements than 23H2. That's why you can't upgrade Windows 11 23H2 to 24H2.
The solution is to patch the Windows 11 24H2 ISO and start the in-place upgrade afterwards.

If you can't upgrade Windows 11 23H2 to 24H2 , you can use the Media Creation Tool:
- Go to the Microsoft Download page for Windows 10. Click on Download tool now to get the Media Creation Tool.
- Once downloaded, open the tool by double-clicking it. Accept the license terms when prompted.
- Select Upgrade this PC now if prompted. The tool will check for updates and download the necessary files for the upgrade.
- Follow the on-screen instructions to begin the upgrade process. Make sure you keep your files if you don’t want to lose anything during the upgrade.
- After the installation completes, your computer will restart. Follow any final setup prompts to finish the process.
Tips Before Upgrading Windows 11 23H2 to 24H2
- Ensure your system meets the requirements for 24H2.
- Make sure you have enough disk space for the upgrade. Ideally, you’ll want around 20 GB free.
- Ensure you have a reliable internet connection to avoid interruption during the download.
