Why I can't upgrade Windows 11 23H2 to 24H2 on my PC?

This is because one of the system requirements is missing for Windows 11 24H2, which demands much more rigorous requirements than 23H2. That's why you can't upgrade Windows 11 23H2 to 24H2.
The solution is to patch the Windows 11 24H2 ISO and start the in-place upgrade afterwards.

Microsoft Update Catalog is an official Microsoft resource, completely free and no paid version, its purpose is to manually download 24H2 update packages, which can bypass the Windows update limitations, especially suitable for solving the situation of Windows update failures, and at the same time allows users to manually select the update packages, with more control if you want to upgrade to Windows 11 24H2 from 23H2.
Step 1. Open the browser and go to https://www.catalog.update.microsoft.com and search for "Windows 11 24H2" or "KB5044380" (24H2 major update package).
Step 2. Find the package for your system and click Download. Save the .msu file to your desktop
Step 3. Prepare your system: Press Windows + I, open Settings > System > Storage, clean up your C: drive, make sure 25GB is free, and update all drivers in Device Manager, especially Intel SST.
Step 4. Double-click the .msu file, click Yes to run as administrator, follow the prompts to install, multiple reboots may be required.
Step 5. If fixing the installation issue fails: open a command prompt (as administrator) and type:
DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow
Finally, re-run the .msu file after reboot and enter winver to upgrade to 24H2 from 23H2 for Windows 11.
