Why can't the Bluetooth devices pair or disconnect from the computer?

My Bluetooth devices not pairing or disconnecting properly from my computer, which is causing frustration when trying to use headphones, keyboards, or other peripherals. Despite multiple attempts to reconnect or turn off and on Bluetooth, the devices either fail to pair initially or remain connected but won't disconnect when I try to do so.
