When you press Alt + F4 to shut down Windows 11, the Feedback Hub sometimes opens.

When you press Alt + F4 on the desktop, the Close Windows dialog box should appear, but sometimes the Feedback Hub app opens by mistake.

Sometimes, if the Feedback Hub is open or has focus in the background, pressing Alt + F4 might close it instead of showing the dialog.

Feedback Hub's one system launch shortcut is Win+F, so if it opens, Windows saw a Win modifier you didn't press. Next time it happens, before pressing anything else, run osk.exe (the On-Screen Keyboard). A modifier that's logically latched shows highlighted there even when no physical key is down. If Win is lit, tap each physical Win key once to release it and try Alt+F4 again immediately. If it behaves normally after the tap, that confirms the latch and rules out coincidence.

Restart your PC and boot into Safe Mode to see if the issue persists.
