What should I do if "System Interrupts" Hogs CPU on Idle

I have a persistent issue where the System Interrupts process constantly uses 15-30% of my CPU even when my PC is completely idle, and this happens across multiple reboots without any heavy applications running. I've already updated my chipset and graphics drivers, disabled unnecessary devices in Device Manager like the internal modem and unused network adapters, and checked for any IRQ conflicts, but nothing seems to reduce the high usage, so I'm looking for advanced troubleshooting steps to identify which specific hardware driver or device is generating these excessive interrupt requests and how to resolve this without reinstalling Windows.

    What type of PC, Brand, memory, storage, heavy AI use?  Do you use WSL?  Is it an older machine, newer machine?  I had the same issue on a machine that originally shipped with Windows 10 that I upgraded.  It met Windows 11 requirements, but I wound up having to do a clean install.
