Webcam works in settings app only

This is an interesting one for sure. I am on a Dell Precision 7780 running Windows 11 Pro and recently purchased a Logitech Brio 500. When I plugged it in the computer recognized it and when I opened settings the preview was there. However, when I opened teams, Skype, discord, etc. the camera would refuse to turn on. It would blink the LED 2-6 times then give a “camera in use by another application” error (or something along the lines) even after going into task manager and closing any program that could possibly use a camera. I have been through the basic troubleshooting steps (restart, ports, drivers) to no avail. I have confirmed a different webcam works as it should on this PC. I have also confirmed this webcam works on another PC running Windows 11 Home. From everything I can tell, it is an issue on this PC with Windows. This has really been stumping me, I would greatly appreciate any help.

    (1) Check online, on the sequence to use following lines. 

    (2.1) Search bar, type: CMD
    (2.2) select: Run as administrator
    (2.3) copy & paste following line, one by one (1 step by 1 step) 


    sfc /scannow 

    DISM /Online /Cleanup-Image /CheckHealth 

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    Dism.exe /Online /Cleanup-Image /AnalyzeComponentStore

    Dism /Online /Cleanup-Image /StartComponentCleanup

    Dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase

    Could it be compatibility issue, with both hardware and software. It could happened to product of same model, but different unit/piece, eg. hardware of same model but different individual piece may have compatibility issue with motherboard.

    Make sure the specific apps (Teams, Skype, Discord) are toggled On under "Choose which Microsoft Store apps can access your camera."

    Turn off camera access for all apps, restart your PC, then re-enable permissions.
