Users are urging Microsoft to launch a UI customization tool specifically for Windows 10/11
If we are more familiar with the behavioral characteristics of Windows 10, Windows 8.1, Windows 7 and Windows XP, I hope that Microsoft will release a system UI customization tool specially built for Windows 10 and Windows 11 as soon as possible, called Windows UI Tweaker, to give Microsoft developers an explanation.
Before upgrading to Windows 11, please open Windows UI Tweaker and back up the layout of the Windows 10 Start menu tiles.

Use the Feedback Hub app in Windows: Search "Feedback Hub" in Start menu. Click "Add new feedback" and describe your idea for a "Windows UI Tweaker" tool. Encourage other users to vote on it.
