Unclickable Start Menu Items

An odd issue:

If I search for a document through the start menu, it finds it, but when I hit ENTER or click on it, it doesn't load. After signing out and in, it works, but eventually it reverts to this issue. It doesn't happen on every item. For example, if I search for WORD and hit enter, it loads. But if I search for "X" (a WORD document) it shows the result, but when I hit enter or click on it, it does not load.

Indexing is on.

Since the issue is intermittent and only affects certain files, the problem might be related to file permissions or specific file associations. Ensuring files are associated correctly and rebuilding the search index typically helps.

In Windows 10 versions 1903 and later, TileDataLayer may be protected or replaced with other cache mechanisms. If you can't delete the folder, try running File Explorer as administrator.
