Unable to the stuff in this menu with my keyboard
In usual, I can just Tab and Arrow Keys to get through most menus, then Alt, to access the System Menu, but how can I access the menu items outlined in red? I can't seem to figure it out now.

In many Windows applications, if a letter in a menu item is underlined, pressing Alt + [underlined letter] will activate that menu item. For example, if "File" is underlined, you can press Alt + F to open the File menu.
