Unable to manually install KB5074109

Update....Thanks everyone for trying to help.  It turned out my problem was not an easy solution to fix.  Turned out there was more than a corrupted files involved.  My Windows Update components were part of the problem.  The IT people had to do a deep dive, diagnostic to see what was really going on.  On top of the corrupted files, there were some programs that needed to be removed.   In most cases your solutions you have given me might have worked if there was not a bigger issue going on with my laptop.
