Unable to add domain users to Remote Desktop Users

I am trying to add users to a local group on a Windows 11 24H2 and 25H2 device.  I am using the PowerShell command:  Add-LocalGroupMember "Remote Desktop Users" "email address removed for privacy reasons" (using a valid account and our domain name). The local user account I am logged in on gets successfully added.  However, any other domain account returns Principal  email address removed for privacy reasons was not found. 

The exact same commands works on Windows 11 23H2 devices and every user gets added to the group.  Was there a change made in 24H2 or 25H2?  Is there a different syntax I should be using? As mentioned, I can add the account I am logged onto the device with, but no others.
