Thunderbolt Networking on Canary and Public Release builds is broken

I submitted the following to the feedback hub (same content for Public Release 3115 and Canary (latest) builds:

1. Connect two Windows hosts with TB3 cable to TB3 ports. Turn off Wifi and Ethernet. Connect computer A to B per #1.
2. TB shortcut appears on desktop. Double click the TB desktop link yields a normal explorer window showing computer A drives on computer B
3. Disconnect the TB cable, wait a minute (delete the TB desktop link - it should disappear upon cable disconnected but it doesn't - error
4. Reconnect the TB cable as before.
5. TB shortcut appears on desktop. Double click the TB link yields a black explorer window and an error msg on computer B that computer A cannot be found.

To make the testing even simpler, just attach a TB cable (3 or 4) between two windows hosts and the TB shortcut should show up.  When I did this today, I found that double clicking the shortcut did not work and yielded an error that the partner machine/host/desktop could not be found.

Can anyone else reproduce this?  Both machines are on 23H2 22631.3115. I can provide more detail about the hardware, but I'd like to know if this simple test happens to someone else.
