There is a delay when the taskbar menu appears after right-clicking an empty area of the taskbar
When you right-click on an empty area of the taskbar, the context menu takes about 2–3 seconds to appear, which is noticeably slower than in Windows 10. However, when you right-click an app icon pinned to the taskbar, the context menu appears at a normal speed. This issue is particularly noticeable in the system tray area.

Microsoft has acknowledged a general reliability problem with the explorer.exe process in Windows 11, which manages the taskbar, desktop, and File Explorer . This can cause the taskbar to freeze or context menus to be very slow to appear . Microsoft has been rolling out fixes for this in updates.

Disable all non-essential startup items on the Startup tab in Task Manager, and turn off Show news and interests on the taskbar in Settings > Personalization > Taskbar.
