This usually comes down to the PDF preview handler rather than File Explorer itself.
A few things to try: set Microsoft Edge or Adobe Acrobat as the default PDF app, then restart File Explorer. In File Explorer Options, make sure “Show preview handlers in preview pane” is enabled. If you use Adobe, try Help > Repair Installation. If you use Edge, repair Edge from Windows Settings > Apps.
Also test with a local PDF on the desktop. If local PDFs preview but OneDrive/network PDFs don’t, the file may not be fully available offline or the preview handler may be timing out on the network path.
