The list of recommended items in the Windows 11 Start menu cannot be cleared
Even if you turn off the Show recently opened items option in Settings → Personalization → Start, the Recommended section of the Start menu still displays a list of recently opened files. This list cannot be completely cleared or hidden, which affects the Start menu's tidiness.

Hi, the Recommended section is controlled by a few different settings, so check Settings > Personalization > Start and turn off recently added apps, most used apps, and recently opened items. Also clear File Explorer history under Folder Options. If items still appear after all toggles are off, restart Explorer or sign out and back in. On Insider builds, I would also report it through Feedback Hub because Start menu behavior changes often.
