Teams is running in the background, and keyboard shortcuts won't open the Teams chat window
When I press the Win + C shortcut, nothing happens, and the Teams chat panel does not pop up. The Teams app is running in the background, and the Teams icon is visible in the taskbar. After trying to restart Teams and restart the computer, the shortcut still does not work properly.

Win + C is no longer a supported shortcut for opening Microsoft Teams chat in current Windows 11 versions. It was used for the old built-in Chat experience, which Microsoft retired, so restarting Teams will not restore that behavior.
Open Teams from its taskbar icon or Start menu instead. Once Teams is open, use its own shortcuts for chats and calls; press Ctrl + . inside Teams to view the available keyboard shortcuts.
If the taskbar icon is present but clicking it does not open Teams either, end the Teams process in Task Manager and start it again from Start. Otherwise, this is expected behavior from the retired Windows Chat feature, not a Teams background-process fault.

Win + C for Teams chat is a system shortcut that should open the chat panel via Windows Chat Integration.
