taskbar tray icon option does not persist through application updates

1. existing option to always show tray icons is butchered in win11 for some reason
2. default option for new icons is always hidden, which you cannot change
3. updating an application resets them to default state of hidden

must say they're doing a pretty good job in making the UI as infuriating as possible
